I find it funny that professional icing like that is similar to play-dough why couldn't that be sold as a play-dough that kids can eat and shape. It wouldn't go bad because kids would eat it before it could.
As makaihime rightly said the wool only stays inside the fondant until the bow has hardened - at least 24 hours ideally - wool is soft enough to be removed without damaging the fondant - tissue or kitchen roll could also be used
To ensure the bow does harden sufficiently the fondant should either be a 50/50 mix of normal sugarpaste and flowerpaste (Squires is the most popular) or normal sugarpaste that has been 'strengthened with a sufficient quantity of Gum Tragacanth (widely available online)

how does that dry? is it really hard? do you wait for it to dry or can you put it straight onto the cake? Can you take the cotton wool out or leave it in there lol.

Well you would remove the wool AFTER the bow hardens and dries. xD Its not like they would put it on a cake with wool.

You can prob remove the cotton wool once the bow has dried, it is only used to keep the bow from collapsing while it is drying.
