Looks like a problem around the vertical amplifier, you may be able to follow the wires from the yoke to it, it's 2 pair of wires from the yoke and you are looking for the one that doesn't connect to the high voltage transformer.
As erlendse said, definitely a problem in the vertical sync, making it kind of out of sync and weird. Usual symptoms are dead scanlines or "stretched" picture. Capacitor problem, most likely.
Thanks for the advice man. I sent in the monitor PCB 2 days ago and the arcade repair company said that they could repair it but it would take 4 days and around $150. It think it's too much but I don't have the resources or parts here so I passed it off to them. Hopefully they can get it back up and running and I can play my games again.
There's a user on youtube by the name of yourmameman, he knows a lot about this kind of thing, he helped me fix my Die Hard machine's monitor. Send him a message, he's really nice. I personally think it may just be your caps.
Yeah, he's great. I've asked him for a lot of help and he's awesome. If you have an arcade machine and you are not subscribed to his channel, you should do it without hesitation.

i have exactly the same problem,it looks ok when i reduce the image width en height but it's way too small then

Yes it's classic , yes it's the original arcade feel , okay fine but remember back in the days a game was costing 5000$ alone....
Id say don't pay 150$ to get a pcb repaired , 50$ would be ok.... even then
