Wait I thought it was megaman saying "don't say this is how it has to be" because he's saying that he has the potential to change this city, set it free. But I'd like to hear your opinon, why you think it's Dr.Light.
1) The line "Do not say this is how it has to be" is spoken by Megaman not Dr. Light.
2) The first " We are in Control, we keep you safe, We are your hope" line when it is spoken in a robotic voice is from Wily's propaganda towers, but the human voices are the citizens that are following Megaman and egging him on.
Gamer, the Lyrics Wiki indicates that both things you pointed out are true only for the last repetitions - which means the video actually got the "Do not say this is how it has to be" part right, though since the "We Have Control" fades gradually from Wily to the humans, the video is wrong there.

That was the most incredible and creative thing I've ever seen. You do more if you feel up to it, this was really awesome. Love when Wilys_Army joins... wasn't expecting that; crazy good. =]
