how do you get 38

1.enter golf place

2.go to swirly oart and look for bridge going over road

3.cross bridge

4.go to the only island there

5.since the waters shallow run over to it and get it

First you have to get onto the golf course. There are a number of ways of getting there before you unlock it. I have created a short video showing one such way. The video is called "GTA Vice City - How To Get Onto The Golf Course Early".
