It looks as though one has to pay some kind of fee to pass through there. and if you don't pay, you don't pass. So some of those drivers were trying to pass through without paying by following a bus as quickly as they can before the bollards pop up again. But they failed.

As soon as the bollards sense that the vehicle has gone past, they come back up. Any other vehicle trying to sneak in will suffer damage.
