It's actually a remake to an old 70's manga series and also a pseudo prequel to Cyborg 009.

The latest 'Skull Man' eventually becomes the main antagonist 'Black Ghost'. This series chronicles that event. And you'll also see a baby Joe Shimamura who is likely the son of the now 'Black Ghost'. I recommend checking it out, it's starts off a bit slow, but it does get better. ;)
