There were no thailand nor cambodia during those time. There were individual kingdoms in the area. Each kingdom strive to be the dominant kingdom. During the height of khmer empire all were vassals to the khmer kingdom hence the khmer empire. As with any other empires the khmers started to decline in power due to internal conflicts and power struggles. All theories have some truth to it but none are absolutely true.
Not everything is about khmers or siamese.

During Ratankosin era Khmer was no longer the dominating factor in this region. Siam has become the cultural and political center of south east asia. Thais did not claim to invent anything like the cambodians say. We did make changes and made improvments on old ideas.
