Maybe he thinks its a joke because he has to front thousands of dollars in equipment, time and record keeping. Or maybe he's pissed cause this is going to put his business in jeopardy of surviving in this economy thats already killing us contractors. Maybe he thinks even if he does buy all this stuff he can't possibly take the time to do what the epa asks. It is a joke.

I have a grandson who's been found to have learning disabilities due to high blood lead levels caused by renovations in his 1930's house by his dad, my son who is devasted. The proper testing for lead and the subsequent safe procedures, is not joke. Also, i am a certified renovator and I find that very few homes built between 1960 and 1978 have lead paint hazards. The cost and time for record keeping is nominal and necessary.
@ahsure Many reputable contractors have been taking the course (as mandated by law) and have regularly made comments to us that they're glad they've taken the class so they won't poison homeowners with lead dust. I'm sorry that you feel this important course was a "joke."
The question is not how to get managers’ emotional commitment but why manager’s don’t give it even if they like their company.
Most managers have plenty of emotional commitment to give to their jobs. If they can be convinced it’s safe and sensible to give it.
