Ah, I thought it was another R/C video! This is a sand pippe, where they pump sand onto the shore from a hoover like trawler which sits in the deeper water near the beach. Seen something like this happening in Dubai, when they made the big islands, which are now starting to erode I hear!

Don't think it was here in SC. They do dredge after hurricanes, but the ocean color is off.

I see them dredge pretty often when I'm on the coast.
