@panchodelrancho0331 Well, the BP oil disaster wasn't to actually manipulate the weather but things that governments have done like the Chinese shooting pellets far up into atmosphere to try to trigger a rain storm in and around Beijing during a serious drought I believe last year is one way the government can manipulate the weather for reasons that don't hurt the government. something such as HAARP you know would be useless because it would only cost the government $ rather that make $.
