If anyone still plays this game (I do) there is a bank near the middle of midtown that carries $50,000. It also helps to pay off the police chief so cops don't chase you in their cars...Also, I have no clue what the shotgun is xD

Yes you can buy any weapon or bomb. They show up on the map as the weapon you would like to purchase. Different types of weapons and bombs are scattered through out the city.
