Hmm. Assuming that the "latter" (I trust you mean "ladder") is vertical and attached to the outside of the boat, if the boat is in the water then at the end of an hour of the rising tide there will be zero rungs under water because both the boat and the ladder attached to it will simply have risen equally with the tide.
Unless it had a hole in it, the boat would FLOAT upwards WITH the tide... Doh!
