Then they kidnapped Troy and altered her appearance and gave her the identity of Major Rakal of the Tal Shiar (the feared Romulan intelligence agency). She has to make sure the official is handed over safely to the Federation. As the Romulans on board think she is Tal Shiar, then she has the authority to take control of the Warbird from it's captain if need be. It turns out, she does and ultimately manages to transport the official and herself to the Enterprise

She was kidnapped and surgically altered by rebel Romulans who wanted peaceful unification with Vulcan, so she could impersonate a Tal Shiar officer on board a Romulan Warbird and transport a high ranking Romulan who wanted to defect to the Federation.

lol. Ok, on Romulus there is a dissident movement that opposes the militarism of the Romulan government, and wants peace with the Federation and to unify with their Vulcan cousins. Ambassador Spock is in hiding on Romulus as the leader of this underground movement. A high ranking Romulan official is also part of the movement and decides to defect to the Federation. The underground rebels put him in stasis aboard a Romulan Warbird and try to get him to the Federation.

@zooeyhall Romulan intelligence. Later on in DS9 the Tal Shiar allies with the Obsidion Order (Cardassian intelligence) to destroy the Founders but are destroyed when their fleet falls into a Jem'Hadar ambush.

Not to get off on a rant here, but I've never quite got the point why decided to change the Romulans by giving them ridges. What was wrong with the look that they had in TOS? Now if these had been the Remans, but with better proportions on their facial structure, skin tincture, and hair style I would find them likable to watch.
