まず２車線で全線開通させて、徐々に４車線化します。

４車線化は、道幅を広げるのではなく、２車線の道路をもう一本造­り、最初に開通した道路は上り線か下り線の２車線になります。

このビデオにも、工事中のもう２車線分が随所に映っています。

しまなみ海道は、橋やトンネルは４車線分完成している様ですけど­、ほとんどの部分は２車線のままで工事も進められていません。
