No, they don't ask for your number to verify existing accounts, at least that's never happened to me. They would instead ask you a security question or your alternative email address.

Simon, one mistake -- you're not suggesting that people should blithely accept "Terms of Service," are you?
Curious to know when was the last time you might have read them...do you have personal threshholds for which sites you do and which sites you don't?
