by capturing a ralts outside petalburg city where the 5th gum is you can find it in the grass. it evolves into kirlia at lv20 and gardevoir at lv30

Not really your pokemon sucks. to tell you the thruth. my pokemon would kill you, i use dark, electric, water, psychic, i had a lvl 90 umbreon,

lvl 87 espion, lvl 60 swampert, lvl 70 absol,

lvl 80 pica. chu. lvl 77 flygon. and back up pokemon

in the center. i dont feel the need for legendary pokemon though. so i never train them.

no you have to train your pokemon to at least 70

Some people prefer to raise the other pokemon rather than take the easy way out and use Legendarys. I myself stick with the pokemon i raised during the course of the game.

i train all my pokemon until they reach the same lvl (ex. my mudkip is lvl umm.. 16 lets say, then i raise my zigzagoon to lvl 16 ) and i keep doin that to all my pokemon until theyre very strong C:
