yes they do use the smaller runway but very rarely it depends on weather but most of the time they use the main runway

At Canberra, do they ever get the dash 8's to take off from the smaller runway (1700m) or is this primarily for GA ?

Yes, I think so. Even Dash 8 400, which is an extended version, does not need more runway than this.

I'm not sure if they can take off on that runway, but i was there a few weeks ago and i saw a Q400 land on it.
