The fact the character pronounced the sentance "Yo gun' be da wUOOrm face" and the fact the character's face was eaten up by worms on top of said character having an IQ of 13 1/2 (the same as Sandy Frank) should explain it perfectly.

The guy who says that line was attacked by these 'mutated' worms, which ate up his face. The character gets jealous of the guy he's talking to over the girl in the movie and attacks him.
