How hard would it have been to do this program so that those who were close to getting a new vehicle could, then sell all the "clunkers" at lower than blue book value so that many families who couldn't have afforded a vehicle would be able to get one. Selling these vehicles would have helped cover the cost of the program and stimulated the economy.

@93hondaman Well, you have to think of how inefficient your vehicle is and most any gas vehicle for that matter.
Say that a vehicle gets 30MPG down the highway and it is doing 60MPH. A gallon of gas has around 33.7 kilowatt hours of potential energy in it.
OK. So since the vehicle would be burning 2 gallons a hour (30miles * 2) .. this means the vehicle is using around 67.4 kilowatt hours of power.
This is equivalent to running 35 1875 watt hair dryers during that time!
And thats 30MPG.

C4C Dumb Economics: Any so-called stimulus program is a ruse. Government increases its spending only by reducing private spending equivalently. Whether government finances its added spending by hiking taxes, borrowing, or by inflating the currency, the added spending will be offset by reduced private spending. Plus, private spending's much more efficient than government spending replacing it because people act more carefully spending their own money than spending other people's money.
