@kirschrot77 it can be either one. in a case like this, "wherever" can mean something like "in any situation." google the phrase "wherever possible" and you'll see a variety of usages that are basically identical to "whenever possible," as in this example phrase from the macmillan dictionary site: "We aim to cut prices wherever possible."
