Well, it depends on what program that ur using...

In sony vegas, you place a clip that you want masked in the first layer, mask it through at every second frame (using key frames).

Then place a second clip in the second layer.

If u do that, then the masked portion of the first clip will play in the front and the second clip will play in the background.
