Dambisa went too far in letting the bankers off the hook. Just because the government more or less said the the banks, "go ahead, break laws, ignore untenable risk", that doesn't give them license to do it or insulate them from financial responsibility. The fact is they went broke. The fair thing for them to do was take the hit, and fix the penalty firmly on the bondholders. The general taxpayer is the least responsible party here and they are the ones being made to pay.
@joewilder True but she doesn't state in this discussion whether she agrees with the bailouts. In a previous discussion she stated that she doesn't think the Government should interfere with the salary and bonus structures of banks that didn't take bailouts, so she makes the distinction at some level.
