I believe you can. If you right-click on the .exe for re-volt, go to properties -> compatability. then run the program for compatability with windows 98. This is all I can suggest as i don't have vista myself, but it worked on my mates PC.

Turn off the V-sync in the render settings menu. It does not change the graphics in any way, in increases the fps loads.

Yes you can. Most of the revolt videos on uyube have custom cars it's just that I showed the base cars because everyone has them. If you search the various forums you can find out how to install custom cars and tracks
