I agree that pepper spray would have been more effective if they really needed to disperse the crowd. I don't know the backstory to this, so I'm not sure if they had the proper permit for their rally or not. If not, if the cops show up, you've got to leave or you will get dispersed. If they did have the permits, then the police were clearly out of line.
