my theory, from this and based on the Saw VI motion poster, is that Jigsaw before he died managed to set up some religeous cult of some sort preaching his beliefs to others and making them follow suite. You shouldn't need to ask that if you've already seen the movie. The last 2 players of the group test died from excessive blood loss following the final trap. Each player needed to shed 2 pints of blood in order to unlock the final door. Since only 2 remained, both had to shed 5 pints of blood, which was more than they were originally intended to do.
