Movie is called 'BackTrack'-1990 (starring/directed by Dennis Hopper) & also stars Joe Peschi, Fred Ward. I thought it was a pretty good movie when I saw it yrs ago. Jodie witnesses a murder, goes into witness protection program, Hopper is hitman sent to kill her, sees her in her panties in this scene & decides he'd rather do her than kill her. Can you blame the guy? Europe release was called CatchFire. Hope this helps guys! I'm going to look for it tomorrow on DVD
