Then go to Wikipedia and search CRH380A. To build a high speed train system is not as simple as making a dinner. A country won't be able to achieve it without solid industral background. For instance, Taiwan has enough money to buy a system from Japan, but they cannot even fix a problem without Japanese engineers.

We have spent a lot of money, time and intelligence on the high speed railway system. We have learnt a lot from Japan, Germany, the USA and Canada industrial companies (Legally). Now it is just the time we can make our own. That not a very surprising thing for us. Maybe a little bit for your small head.
