He created the first super soldiers, known as Agents, for the Agency, and was then working on a more powerful super soldier for the Shai-Gen Corporation, when he was killed in Crackdown 1. Upon his death, his new mutants escaped and have been breeding and mutating ever since.

Catalina Thorne is simply being framed for the crime by the Agency, to turn the people she has united into freedom fighters, against her.

Like many animals, humans have different "breeds" too, if you will. We distinguish between these "breeds" by naming them. Like you would insult a dog by calling it a "mutt", there are words like this for human "breeds" too. Those are the racist insults. "african american" a phrase for the black ethnicity.

Crackdown 1 was easily the most surprisingly awesome game I ever played. I'll admit it right now, the only reason I bought it in the first place was for the Halo 3 Beta access. When I beat it, I was dying for a sequel. And I love the fact they're doing this animated comic to bridge the two games.

In the first Crackdown there was a genetic laboratory filled with freaks and mutants and you had to kill the profesor in charge of it. Once you killed him all the freaks went loose and they would appear at night time to kill some civilians (flip-kick them in the face).

They funded the criminal gangs so the people would get scared and look to the agency for help. The player was the help. They thought that after being controlled by gangs the people would stay away from being criminals, which obviously didn't work.
