Basically they put a bit of a highlight above her top lip to make it look like it sticks out further.

Then use whatever lipstick you want, but put it on a brush. Then draw the shape of lip you want and fill it in. (If your lips are naturally big, use concealer on them before to cover em up a bit.) Then use a lipliner to define the shape and make it more sharp, and blend with lipstick, and finally finish with a lipgloss if you want it.
