Saddam would be lucky to hit Kuwait city with his unguided ballistics.

The threat then was that while the Russians and a few other countries intel said there was no al Queda links with Saddam, which was openly stated well before the invasion, the threat was the possibility al Queda would get access to the chemicals and or weaponry. Not that they had already.
