I guess Kai figured that the damage scaling would rape his ultra damage enough that it wouldn't kill his opponent, which is why he rather used it on a reversal for full damage. livin life on the edge

Too bad you must depend fully on reversals to land it.

yea. short short short - ex legs - ultra (corner only) hard to time too. If you mess up the timing, you get, i think, like 3-4 hits? and he recovers while chun-li is still doing the rest of the ultra. Time it right, and you can get the whole ultra. Idk about mid screen combo-ultra.
