good luck with that to them. there's some promising EU legislations that are finally recognising what all sane normal people have suffered since ever, that noise pollution is very harmful to health and well-being.
other than dealing with emergencies, there isn't any justification for noise-pollution anyway. things like power-tools and gardening machinery using motors and the like should just be banned, or only allowed to be used indoors so they can't be heard outside.
