I dont think he is. I looked through what playable characters are featured. They added more charaters even Kunoichi but they cut out Ina's father and Zuo Ci. Ina's father and Zuo Ci appear in the game but there not playable.

They are playable they're just in different campaigns. This isn't like DW6 they haven't cut any characters out and Kojiro is in it. Altogether there are 94 playable characters in this game with 2 of them being survival/vs mode only characters.

To unlock Tadakatsu you must impress him in the 7-x stage.

To Unlock Zuo Ci finish all 4 campaigns.

Zhao Yun dominated the Shu story in the last game. It seems fair to me that he and others who took a central role last time should step aside and let someone else carry the show this time around.

Zhao Yun will get way too overrated if he gets in the spotlight this installment. And it's not like he's NOT overrated already. Give the other important characters some time to shine.
