I'm hearing some excellent thoughts by Mr. Amano. Rather than trying to assert the sovereignty of Japan, he elaborates that within the treaty there is equality for all nations, and that one nation cannot subjugate another under the auspices of protection.  The primal fear and suspicion that systemically leads all governments to hold to their arsenals is what can also cause smaller bodies to ally themselves to bigger, more powerful ones. When we bridle our dominant nature, we will all win.
