The man signing is a mexican artist named Gilberto Valenzuela and the song is called De Que Te Quiero Te Quiero. and he is saying "Do I love you?, Yes, I love you, I love you" Which is a weird sample because the song is called Muerte. That's Spanish for Death. Anyways it's still a pretty good track.
