@mrizzardo Taoist monks centuries ago likely....but probably refurbished and reinforced for tourists in 1985 or something. Just a guess I know nothing about the history, just that Huashan mountain did in fact used to be home to something of a Taoist site.

To be honest, doing this wouldn't bother me that much because of the cables/chains you can hold on to. Heights scare me when there's a clear possibility of slipping and falling, but it's minimized enough if you have both something to hold/hook onto *and* something below your feet.
There's another video of a couple guys climbing a ladder up this tower taller than the Sear's tower. In a situation like that, where you fall if yours hands or feet slip, there's no fucking way; it made me sick.
