Rep Jim Moran Avoids Answering why he did not do a budget

He explained the "situation" by blaming the GOP. Never in his presentation did he take responsibility for not writing a budget in October when he was in the majority. Moran is a master at not answering questions and managing folks who are frustrated at having no voice in a gerrymandered district.
