technically dogs already are nuclear as all their atoms have nuclei. however if they were radioactive they still most likely would not glow in the dark. few radioactive elements actually produce photons. if the dog was made of actinium it would glow blue but i don't think anyone is ever going to make one.

This isn't from radiation, they are genetically modified with the bioluminescence gene from jellyfish so create their own light.
