In Venezuela, the musicians not only practice daily with the orchestra, but they are also training like olympic athletes. This is all paid for by Chavez. Keep in mind that the entire collaboration of five youth orchestras only rehearsed together ONCE before this festival... and it was only for maybe an hour or so. And I don't know how you can judge a performance like this with the not-so-optimal sound/video quality. We may not be as good as the Simon Bolivar Youth Orchestra, but as one of the people who played in this piece, I know for sure that I put emotion into this performance along with everyone else around me.
And there is no such thing as "too technical". I'm sure it's always a good thing to have perfect technique. Of course, you have to add in the musicality and emotion and whatnot, but how can you criticize an orchestra for playing the piece as it should sound?
