For a diesel that's normal. I know they can be spun up to 4500 rpm, but at that point you're stressing the exhaust valve springs. 3500 is usually a good governor point for a street duty engine.

you cant make a cummins hit 8000rpm.....well you can but only once cause it will blow up....the big truck pullin guys only turn 5000 to 5500 rpm in their 2000hp...i've have a friend that is in the pro modified diesel truck pullin class an he is 1800hp an turns 5200rpm

You can get governor springs so it will fuel all the way up to 3000 or 4000 rpm

Look for the older 12 valve cummins. They are much stronger than the newer ones. If you look at the specs on some of the REALLY high powered 05+Cummins they swap in the rotating assembly from the older engines ie rods and pistons. The old 12 valve engines are really noisy but they get the job done and they get great mileage.
