Howard is responsible. You can hear in Artie's voice that he could lose it any minute and Howard kept taking Teddy's side and agitating Artie more and more. Teddy didn't steal anything. Artie gave him the money willingly. If Teddy refused to pay him back Artie should've just said you're fired then and there and be done with it. How can Artie feel responsible for this kids life and want to kill him at the same time? It doesn't make any sense. One thing's for sure, Artie's got a real short fuse.

Because most fights on his show end with laughs and the problem somewhat resolved. The fight didn't seem out of control until Artie got up and charged Teddie. Yea, Howard wants to see things escalate, but he doesn't want to see people hurt emotionally or physically. Just a fight worked out on-air for good radio.
