That sort of thing started with the Japanese, and some of the Hungarians (Jonyer, eg) picked it up as well in the 70's. The idea is that it's much easier to come into a short serve than back up for an unexpected long serve that drives into the pocket. In those days, the ball was smaller and faster, and guys were slapping the ball out of their hands.
Either way you could start to move forward just before service contact: then you're moving into a fast serve, or pouncing on a short one.

You often saw that service reception 25 years ago; it's a bit unnecessary now. These days the ball is somewhat slower, and you MUST toss it up.
