The game is set in a dystopian future where the speaker, the main antagonist of the story, has complete control of the population through military force. It is meant to sound like very obvious propaganda and set the mood at the start of the game. You, playing the protagonist, are meant to quickly realize that this person has no legitimacy to anything he says.
