I'm not sure what's in the bottle, but the first stuff she puts on is likely saddle soap for cleaning the leather, and the second stuff the neutral or clear polish.

@HollyApple777 I understand your concern. If the water is being used with wax / cream then it will assist with the product going on a bit easier. I have found that adding a bit of water works well with shoe wax (e.g. Kiwi) but really isn't necessary with polishing cream.

Neutral colored shoe polish, it appears white inside of the can. It does help to bring out a brighter shine.
