It sounds like Jed Simon, the other guitarist. At this show (and I guess others of the same tour) Devin used the same line up of musicians for both the Devin Townsend Band and Strapping Young Lad. So they're essentially opening for themselves.
back in those days it was just "Devin Townsend"...back then he didnt really have a band so he just used his bandmates in SYL. then when he got a touring and recording band he named it The Devin Townsend Band
Technically, poster of video is correct - there were no such thing as Devin Townsend Band back then ("Infinity" era). All of the solo stuff was recorded (usually, there were additional musicians) and performed live with SYL lineup.
