@gorezombiez no, Digital Devil Saga's Hitoshura is the hardest, he can kill your entire team with just a skill even if you're maxed out, he is hard as hell, and you need luck to survive

I never played this game, but it seems that the Shadow Queen is harder... of course that is because I think the Shadow Queen (Paper Mario 2) is the hardest boss.
@BeanManIncorporated well just cause it says number 1 doesn't mean it's the hardest boss, it's just the first one I did there. The number has nothing to do with their difficulty

try beating Lu Bu from Dynasty Warriors 4 as a lvl 13 ( lvls go down to max from 16 ) with just a sword on hard. Thats frikin' hard but i can do it
