It is a vehicle! A robot would have some sort of mind of it's own or at least be completely automated, but the AT-AT has people operating it and is nothing more than a fancy (inefficient) tank

(P.S. I realize that thanks to the typed word that it may seem like I'm really annoyed about the AT-AT being called a robot and not a vehicle and that maybe I'm a crazed Star Wars fan, but I'm not really being serious!)
