I find it funny how some people think Groundon and Kyogre actually have the powers they are said to have in the Myths and Pokedex. I'm sorry, but I highly doubt a large theropod and an overgrown orca have the ability to literally raise the land or create oceans. I think the ancient people saw that whenever Groundon was near water, the water receeded, and look liked the land was rising. Same goes for Kyroge flooding the land with rain. People saw the effects & thought they were creating land/sea.
