No, it wasn't. The subpar PC port is proof of that. It was designed for one of the two consoles. My limited googling has suggested the 360. I own the PS3 version, that is likely true. It was definitely ported to the PC.

I've just bought Saints Row 2 off PSN. I've known about it for years and finally decided to get it since I had just enough money left. I am going to look foward to being able to make my own character like in WWE, after years of playing GTA.
