You may have already doing this, try to have a stool under her feet and the reduced size toilet ring for toddlers (if she is too big, I made my own for son when he was little by cutting out a whole from the toilet lad, it will help with balance. when she feel safe and stable, she will relax and it make toileting earlier. Many public school will provide a Rifton potty chair.
Elena has cerebral palsy. She is now 5 and nearly has toileting figured out. This is a big deal for spastic kids, figuring out how to keep balance, get un/dressed, climb onto/off the commode, and use the toilet paper while sitting on the toilet.
